Yup. I finally figured it out lol. WOW, that took forever. Well technically I was doing it right. The tutorial on Gametoast is correct. It will just seem like the collisions are not working if you use too small collisions or keep them directly in the middle (null wise).

As I paid more and more attension to my cape and the sizes of the collisions. I realized they were working. Just have to position the Col.Ps right till the cape reacts the way you want it. As I went to big col.ps to huge to extreamly huge, I notice my cape acting diffrent each time. Which then I gave it one final test. My cape had been working all along.

I saw no reason to place Col.ps on the torso or anywhere else since it be a kama on the waist.

Collision Primitive names use.
